The ISI Mark — Why It Is Non-Negotiable
An ISI mark certifies that the helmet meets BIS IS:4151:2015 — India's mandatory safety standard for protective helmets for two-wheeler riders. This standard tests impact absorption, penetration resistance, retention system strength, and chin strap load capacity. Wearing a helmet without an ISI mark is not merely a fine — it means the helmet may provide little or no protection in a real crash. Many cheap helmets sold at roadside stalls are decorative props with foam that will shatter on impact.

The Legal Penalties — Fine and 3-Month DL Suspension
Under MVA 1988 as amended in 2019: the fine for riding without a helmet or with a non-ISI helmet is ₹1,000 for the rider. The pillion is also legally required to wear a helmet — failure is a separate ₹1,000 offence. Under Central Motor Vehicles Rules Rule 14, the Driving Licence may be suspended for 3 months for not wearing a helmet. This suspension risk applies to both rider and pillion obligations.
Helmets without a BIS ISI mark are illegal to use on Indian roads. This includes imported helmets not certified to IS:4151, toy helmets, and many cheap domestic helmets. The ISI mark must be a moulded or permanently fixed sticker showing the IS:4151 standard number and BIS licence number. A paper sticker that can be peeled off is not a valid ISI certification — it is a fake.
Helmet Fit — The Two-Finger and Shake Tests
A helmet that does not fit correctly provides dramatically less protection. Correct fit: (1) Two-finger test at forehead — you should be able to slip exactly two fingers between your forehead and the helmet's inner padding edge, not three and not one. (2) Retention strap — should form a Y-shape just below each ear. (3) Chin strap — tighten to allow only one finger between strap and chin. (4) Shake test — with buckle closed, grip the helmet and try to roll it off forwards and backwards; it should not move.
Full-face helmets (covering the entire face and chin) provide the most protection — the chin area accounts for approximately 19% of all helmet impacts in crashes. Open-face (three-quarter) helmets are legal but leave the face exposed. Half-helmets provide minimal protection and are strongly discouraged. Dark visors are illegal for night use — use clear visors after sunset. All helmet types must carry an ISI mark to be legally valid.
Replace your helmet: (1) After any impact — even if no damage is visible, as the EPS foam liner compresses permanently and does not recover. (2) After 5 years of use — EPS foam degrades from UV, sweat and heat regardless of visible condition. (3) If the shell has cracks, loose padding, or a broken retention buckle. Do not buy second-hand helmets — you cannot know their crash history. Store helmets away from direct sunlight, fuel and chemicals.
