You paid a speeding e-challan last week via Parivahan. Today an officer stops you for the same camera-captured incident and demands another payment.
Once a challan has been issued and paid for a specific offence at a specific time and place, no second challan can be issued for the same offence. If you receive duplicate challans, contest them — this is a constitutional protection.
Same offence, same time, same place — one challan maximum. Keep your Parivahan payment receipts. Duplicates are constitutionally challengeable.
"I have already paid a challan for this incident — here is the acknowledgement number. A second penalty for the same offence violates Constitution Art. 20(2)."
