PUC Certificate — What It Tests and Why It Matters

What Does the PUC Test Measure?

The Pollution Under Control (PUC) test measures exhaust emissions from your vehicle's tailpipe. For petrol vehicles: Carbon Monoxide (CO) and Hydrocarbons (HC) levels are measured. For diesel vehicles: Free Acceleration Smoke (particulate matter) is measured. For BS6 vehicles (manufactured from April 2020 onwards), the limits are tighter. The test is conducted at authorised emission testing centres — identified by a green sign board. The test result is uploaded to a national database and linked to your vehicle's RC record.

Validity Periods — Know Your Category

PUC certificate validity depends on vehicle type and fuel: BS6 petrol vehicles (April 2020 onwards) — 1 year for new vehicles in the first 3 years, then 6 months. Pre-BS6 petrol vehicles — 6 months. Diesel vehicles (all) — 3 months. CNG vehicles — 3 months. These intervals reflect the higher emission risk of older and diesel/CNG engines. Set a calendar reminder — the MoRTH database will automatically notify you via SMS if your PUC is linked to a valid mobile number on the RC.

Fines for Driving Without Valid PUC

Under Motor Vehicles Act s.190(2), driving without a valid PUC certificate attracts: ₹1,000 fine for the first offence, ₹2,000 for repeat offences. In Delhi NCR and some other cities, vehicles with expired PUC can also be impounded during high-pollution periods under NGT (National Green Tribunal) orders. The fine is compoundable — pay on the spot or online — but the embarrassment of the stop is entirely avoidable.

Where to Get Your PUC Certificate

PUC testing is available at: (1) Authorised Emission Testing Centres (identified by a green sign and AETC registration). (2) Many petrol stations — particularly those with dedicated testing booths. (3) Some service centres and car dealerships. Cost: approximately ₹60–100 depending on city and fuel type. Duration: 5–10 minutes. The certificate is issued immediately with a QR code and is simultaneously uploaded to the Vahan database — accessible via mParivahan app and DigiLocker.

DigiLocker Stores Your PUC — No Physical Copy Needed

PUC certificates issued at authorised centres are automatically uploaded to the Vahan national vehicle database and can be accessed through DigiLocker and the mParivahan app. This means your digital PUC is legally valid at traffic stops — no physical paper copy needed. However, if your PUC centre is not linked to the Vahan system, insist on getting a physical copy as backup.
